The Rogue Isles is a cluster of islands located northwest of the Bermuda, littering the sides of the US coast. It is the base of operations for Lord Recluse and his loyal army of supervillains, the Arachnos, the main antagonists of City of Heroes/Villains.
The band of islands were discovered long before the French and Indian war and ultimately landed in the hands of France. By the 20th century, the Statesman, a bold superhero, began wiping crime from the streets of Paragon City. As such, Arachnos and their leader, Lord Recluse, moved to the island to act as an isolated base, which proved to be effective.
