In 2016, after causing World War 3, Makarov was constantly hunted down by Task Force 141. The terrorist's location was deduced to two places on Earth, his safe house in the Russian-Georgian border and an airplane boneyard in Afghanistan. Assisted by General Shepherd's private military, Shadow Company, Simon "Ghost" Riley and Gary "Roach" Sanderson with their squad of elite troopers headed out to Makarov's safe house. After breaching and searching it, Makarov was not there and he was not at the boneyard. However, Roach retrieved enough intel and was rescued by General Shepherd who shot Roach and Ghost before taking the intel, burning their corpses, and ordering his men to shoot all Task Force 141 members on sight. After his betrayal, Shepherd retreated to his [[Site Hotel Bravo|own safe]] house with the enraged Task Force 141 members hot on his tail in a revenge mission.
